Yes, USTP v3.9 works in the Latest Minecraft Version.

Lower Sides is only an Optional Feature, you can play without it simply by not using that optional pack.
Visual Enchantments are not "fully" possible yet. The current pack uses some work arounds. I asked the Creator but he didn't permit me to use it in USTP.

It is a Resource Pack, so you put it either in Global Resource or inside a world.
